FOR HOME INVESTMENT PARTNERSHIP FUNDS
NOTICE IS HERBY GIVEN that on September 3, 2020 in the Conference Room of High Plains Community Development Corp., Inc. will hold a public hearing or meeting as applicable concerning an application to the Nebraska Department of Economic Development for a HOME Investment Partnership (HOME) award. This funding is available for local affordable housing activities.
The High Plains Community Development Corp., Inc. is requesting $550,000 of HOME Investment Partnership Funds (HOME) through the Community Development Housing Organization (CHDO) Cycle for a homebuyer development project. These funds are to be used as High Plains Community Development Corporation, Inc. plans to construct two new construction homes at a to be determined location in Chadron, NE for two low income families. These homes will be sold to homebuyers at or below 80% AMI as their primary residence. The $550,000 High Plains Community Development Corporation, Inc. received from HOME funds will be used for: $40,000 would be used to purchase the vacant lots ($20,000 each), $372,000 would be for construction of the two homes ($186,000 each), $3,000 would be for site improvements-in particular for new sidewalks ($1,500 each), $5,000 for permits, tap fees, rollout dumpster fees ($2,500 each) and $80,000 of subsidy to buy down the price of the home and closing cost assistance ($40,000 each). The final $50,000 would be used for organizational operating funds. Matching funds will come from U.S. Dept. of Housing and Urban Development funds of $5,000 for providing housing counseling. Leveraged funds will come from the City of Chadron, providing $4,670 for water tap fees, sewer tap fees and building permits ($2,335 each), Pine Ridge Job Corps will complete the foundation work for the home, donating the labor of one instructor and 6 students valued at $16,000 ($8,000 each) and High Plains Community Development Corporation, Inc. in-kind support of $34,866. No displacement of people will result from this activity. The proposed single family home will be no less than 1,525 square feet with three bedrooms and two bathrooms. The average lot size in Chadron is 50’ x 100’. The homes are to be developed on existing streets where infrastructure is already in place and no home will be built in a flood plain. This project requires a Tiered review process. A Tier II review and a NDED site inspection will be completed on each lot.
The grant application will be available for public inspection at High Plains Community Development Corp., Inc. All interested parties are invited to attend this public hearing/meeting at which time you will have an opportunity to be heard regarding the grant application.
